You usually get better rates by bying a foreign currency which is stable/valuable in the U.S.A.

It's best to buy there at the ATM machine. DO NOT USE THE EXCHANGE SERVICE BOOTHS AT THE AIRPORT! The rate they charge for exchanging in ANY country is terrible, because they have to make a profit. Using the ATM is by far the cheapest way to go.

I have always gone to an ATM in Europe to get my Euros.  You get the most current rate and don't have to pay crazy transaction fees.  You usually have to pay about 3 dollars for ATM fees so I recommend getting the maximum out each transaction (max is set by your bank and the type of account you have).
