Should I consult the builder or flood insurance?

With this recent tropical storm, I had water come in my house. It was enough to lift up my floors next to the wall (one side of the room) in my daughter's bedroom. I did not see any water coming from the walls or ceiling. I am guessing it came from the foundation because there are no doors or windows on that side of the wall. I am worried that the foundation is not strong enough on that side. After all, the house is brand new (built in 2005). Would the builders be responsible for this?
