  1. No it would just terrorize the bird and the bird doesn't need any help excising. The bird probably gets enough exercise from trying to avoid you handling it. Unlike people, birds don't need forced exercise. Especially if your bird is not hand tamed. You could very easily kill your parakeet like that.

  2. All birds will exercise enough if they are given enough time outside their cage. They can exercise themselves fine inside your house. Most animals know how much exercise they need.

Anyway, if you want to let your daughter take it outside it will be unlikely to fly away, and if it does, it will come back as soon as it gets hungry, so in my opinion you don't really need a leash.

  3. No. Let it exercise by giving it plenty of out of cage time and toys to play with and on. If you're worried about it flying into things outside the cage, GET ITS WINGS CLIPPED.

  4. Leashes for pet birds (generally attached to flight suits) are for the purpose of keeping the bird from flying away if taken outside rather than for exercise.  The bird should be able to get sufficient exercise in the house through climbing or holding on to a perch or the top of its cage flapping its wings.   Pet birds,  other than birds that are strictly cage birds such as finches,  should have their wings clipped for their own safety as they can easily be injured by flying into a wall or window if allowed to be fully flighted
