  1. definately playa del carmen if you want to snorkle


  2. Well actually, Xcaret would be more appropriate for snorkeling and many other things, but if i would have to choose from your options, it would be Tulum.  Playa del Carmen is more for relaxation and there isn't much snorkeling done in that area specifically.
