Should I loan my little brother book money?

Question

He got a refund and spent it on shoes and things of that nature. Now he needs to buy his books (class starts in a week) and asked for a loan (doesn't have a job). We told him to make sure he bought his books before he started spending money. Of course....lol....he didn't. I want to help him, but I don't want to baby him by bailing him out. He's 17, and I know I didn't always make smart decisions when I was his age. Any advice? Are there text books to check out at the library?
