Should I return missed calls w/no message?

OK I asked this question earlier but was not as clear as I should have been.

I own my own business, a Sole Propriatorship, I use my cellphone for my business line.

I have on occasion missed calls, usually when this happens they do not leave a message.

Given what I've said so far I obviously need the business. Now my question; Is it good or bad etiquette to return those missed calls? Having not left a message, and have had no previous professional contact with them.

I would not return the calls.  If I had been the person calling you, I would feel imposed on if you called me back.  If I wanted a call back, I would have left a message.

I would cause maybe the person was shy and felt intimidated to leave a message
