Well, if you mean what I think you mean, some kids just discover something early on by accident.  They don't have the thought process to understand why it may be wrong.  They are simple thinkers and don't over analyze things the way us adults do.  I had a little girl in my  preschool class that would "enjoy" herself during nap time.  The more attention it got from the adults because it made US uncomfortable, the more she would try to hide doing it....and do it more.  I may leave it alone for a while unless it becomes an apparent problem.  Good luck!  There's always a gray area when it comes to kids.

yes and no. no because shes doing what feels good and theres nothing wrong with it. yes because shes doing it in public and that is inappropriate

Personally, I think you should.  It's natural that your daughter has discovered something new that she finds pleasurable, however at such a young age it is inappropriate to do.  She obviously already does it for a reason, and you should explain to her that that is something you only do by yourself.. or however you would like to explain it.  Just let her know that is something private, but don't yell at her.  I'm sure she'll have questions for you onc eyou approach her with the subject.  Good luck with the 'why' questions...!
