Should I study local?

I think I should study local. Someone please help me to support my view or contrast it.

  1. Where is local? If you have access to good universities in peaceful areas, go for it. If you live in a war torn country where you have to dodge bullets on a regulr basis or a place that has been devastated by hurricanes or other "acts of God", you might want to think about ditching "local".
