Should I talk to may bro and his wife about the shoddy way they dress their kids?

It shows little respect for the people at the schools the kids attend, the churches, funerals, etc. as well as for themselves. The parents are professionals with a good income and yet their kids look wrinkled and unmatched in their second hand, faded-out clothing. What kind of respect can these kids hope for at school if they look like they've slept in their clothes? (Which they do!)

BTW I have nothing against 2nd hand clothing.
