Should I trust windows backup?

Okay I have that blue screen of death problem. It just happens when windows explorer is around. I was told that I should reformat my system. I used some commands in cmd and managed to create a backup onto my external hard drive. I am running windows vista home premium. My question is that does this backup system actually work. Because after reinstalling windows I want to restore all my files.

Also does the backup, backup my programs? Does it reinstall them for me?
