Should I try to persuade my husband to have another baby?

He has a 15 y/o from another marriage, I have a 7 y/o from another marriage. He is 38, I am 31. We've been married for 4 yrs and together for 6. He seems to flip-flop between wanting another child, and saying it's the wrong time. Isn't this something he should whole-heartedly commit to or is it something I could talk him into?

He should whole-heartedly commit to it.  You want a partner.

You can try to persuade him... but in the end, if he doesn't whole-heartedly commit, then do not under any circumstances have the baby. You may be out of luck. But there is no reason not to talk to him and tell you how you feel. Good luck!
