Yes.  There is already a proposal  push through the  candidature of India along with Brazil, Germany, Japan and possibly one of the major representative nations from the continent of Africa as new permanent members of the expanded UNSC with veto rights.  This will be taken up in the annual session of U.N. Security Council in September, 2008.
