I would only ask why?

I have never found it necessary to have a controlled burn or any need whatsoever to store any water underground.

But I suppose if you want to and it floats your boat...

I think we do need more controlled fires because every small fire we prevent from burning its way out only allows for more underbrush to grow up and leads to massively devastating fires. Forest Fires are actually good for the environment and are completely natural. I think also houses should not be built in any areas that could be affected by forest fires because protecting them can only cause more damage.
