Although I think a more pertinent question would be whether or not a husband should need approval from his wife if he wants a vasectomy.

Yes.  Although, the wife may WANT her husband to have a child with another woman based on the situation.    

What if the wife couldn't have children of her own?  Would she then decide to use her husband's sperm and another woman's egg?  By choosing this option her children would still have genes from her husband's side of the family.  

In all other instances I would have to say I personally would not approve.

Absolutely. Even if he is in a relationship that allows him to partner with other women. Bringing a child into the world is a big deal, and he should talk to his wife about it no matter what.

And if he's in a monogamous relationship, he shouldn't be having s*x with another woman in the first place.

With all due respect, how can you even ask this question.  The child made with the other woman is called "illegitimate," "a b*****d", etc.  Why would a man want to do that to an innocent child.  The woman he impregnates who is not his wife has no rights--maybe the right to child support for the child, but no other.  In my religion, this act is called adultery.  I don't know much about Islam, but I'm not sure if the other woman would be allowed to live.

Are you serious ? If you have a child with another woman you are an adulterer ... If your wife agrees to this ,she's probably too out of it to make a responsible decision.

I think i see where you're going with this and the answer would have to be NO.

The question ( i assume ) is whether another person, no matter your relation, have any say in how/when you choose to reproduce.

Although on moral and just weirdness grounds, such a scenario is blatantly an afront to marriage.
