  2. It depends how large the floors are and what material the building is made out of. You might even need more than one access point per floor.

    Every access point will need a cable unless you build a "mesh network". There are a couple good options for mesh networking.

    Best solution, and most expensive, is to use Ruckus Wireless equipment. Their ZoneFlex solution is designed for what you are doing but it will probably cost $4000+ (US). They have a lower cost solution that doesn't use a central controller but it will still get expensive.

    If you are willing to learn about networking and do a lot of fiddling with stuff you could use Linksys WRT54GL's with DD-WRT firmware. You'll need to set up the secondary access points as WDS repeaters.

  3. Ideally you should have 1 access point per floor. But if the square footage is small, perhaps 1 AP on the 3rd floor close to a wondow may be sufficient.

    If you config multiple access points correctly, no cables are required, unless your modem/router is acting like an AP & goes to your ISP.
