Should all carbon taxes collected be used towards matching companies for lowering there carbon emissions?

through green energy and technology investment regaurdless of the industry that company was in? Would this help catalyze the prevention effort for climate change? If not what Would? Wouldn't this be a classic green tax shift, that would help out the companies involved as well as the environment?

I think a well designed Carbon Tax would be the most efficient and least painful way of moving our energy economy from its currently fossil fuel basis to a renewable based economy. Such a tax would spur a whole new giant industry based on Solar, wind and other renewables. The economic opportunities it creates would spur economic development far exceeding the Dot.Com boom.
