Should all public companies be listed?

According to the companies Act,1956(India) and SEBI rules should all public companies(other than Govt.Companies) be listed? for e.g. X Pvt ltd becomes a public company. Is it necessary for X to list its shares?

  1. Some public companies are downright tiny and it doesn't make sense for them to bother listing their stock.  Also for some companies there may be no market (no buyers or even no sellers).  

    Make no mistake.  Its a great way to make money and I think most owners are happy to list their stock, but many times its just not feasible.
