Should ceilings fans be turned off when no one is in the room?

No, it keeps the room cooled down, and also recirculates the air.  If the air stays cooler, you may be able to save on a/c bills

yes, reduce electricity to help save the planet, lower the carbon footprint. Also reduces any possibility of fire hazard with the fan off.  If you are pre- cooling the room off with the ceiling fan to avoid air conditioning later, than it would make sense to leave the fan on.

You should turn everything that uses electricity off when you leave a room. Not only will this cut down on your electricity bill, but it will lessen your personal impact on the Earth. We're using her up faster than she can heal herself. If everyone does his or her own small part, like turning off appliances that are not in use, the Earth will be able to be enjoyed by many more generations after we are gone.
