Should certain Books/Arts be banned to certain people at certain...?

Should certain Books/Arts be banned to certain people at certain times under certain circumstances or do e have freedom of speech at all times and allow individuals to be responsible for their own choices?

I certainly think individuals should be responsible for their own choices, and have freedom to choose whatever art or book suits their fancy at the time.

i know that some books are still banned today,, but i'm not sure of the reasonings behind them or anything..
