  1. Both. Do you really want your house to burn down, just because the city hasn't gotten around to clearing the hydrant yet?:)


  2. Both. The government can't expect people to do it, but equally if your house is on fire and the hydrant is frozen because nobody cleared the snow away then you've got yourself a bit of a problem.

  3. Both...... even a medium size city will have 4 to 5 thousnad hydrants...... during a heavy snow the city has many things they must do to keep the city running...... they do not have the manpower to dig out 5 thousand hydrants.....
