Worms can be a nuisance in lawn maintenance as their casts can give the lawn a hard bumpy surface. Apart from that worms are mainly beneficial: they help to cultivate the soil by distributing organic material,and help water and air percolate through the soil so that the matter become available to plant roots. So I think on balance, YES, they should be encouraged, the casts can always be brushed off prior to mowing.
