    California did something like what you're asking, and today it's possible to drive through LA without your eyes burning; it's possible to live there without risk of respiratory disease.

    But the California state government didn't regulate what individuals could buy, they regulated what manufacturers could sell. Then they required individuals to pass regular safety and emissions tests for their cars. It was for the greater good and saved a bundle in public health expenses. Of course things could always be better.

    We had an excellent electric car battery, developed several years ago (NIMH), which is no longer being manufactured in sizes large enough for electric cars. The reason? Chevron/Texaco bought the patents for NIMH batteries, and then sued to get the EV-sized batteries off the market.

  5. too much government is not usually a good thing but as oil becomes more and more expensive to discover, pump, transport & refine into gasoline, most people will be forced to buy fuel efficient vehicles

    maybe a better idea would be to let those people who want to drive the gas-guzzlers pay an environmental impact fee based upon how many miles per gallon their car got and use the money to give tax breaks to people who bought more efficient cars.

  7. even though it would help the enviroment, it might not work with people pay check (salary) and people might get angry for feel focused too

  8. No, more effective policy would to regulate the auto industry to     produce environmentally friendly cars. Unfortunately, the auto industry are extremely effective lobbyists and would oppose such regulations. In addition, the current administration has no interest in the environment with strong ties to the energy industry (i.e. EPA libraries closings, authorizing Arctic drilling, etc).
