At the Federal level definitely NO. Let local or state governments or non-governmental entities (churches, red cross, YMCA, etc.) deal with it.

Unemployed Youth if question the way to do that is Solar Power. Solar Power which is affordable  done on a factory scale. Convert ready factories into factories which produce Solar Powered Cars employ the unemployed youth at the factories. Set up a Party which stands for this. Call it The Solar Power Party.Point out how it will benefit the economy. Answer is yes The Government can and should. The Social Unit which Human Civilization has been built on is Society and right now Society is not working. The Government can return it back to the original purpose. The contradiction is when The Government does not instead claims that to do so is totalitarian,Sociaism. But Socialism is just a part of Society  nothing sinister it is what makes it work. To attack Socialism is to attack Society.

I'm not entirely sure what you're asking (had a job then lost it, or never had one), but as a student, about to finish my undergrad, I'll say no. This is not too sound harsh to others, as I believe I may very well find myself unemployed for a while (economy lost 17,000 jobs in January?) but I'm guessing we're just going to have to leach off of the parents a while longer or pool together with roommates/friends to get through.

What is an unemployment youth?  Did they lose their jobs, or are they just too lazy to get off their butts?

Create awareness. Educate all equally. No reservations.

Keep retirement age 60 years for all.

Improve economic avenues, job opportunities.

As long as we feed someone, they will become more lazy. Don't give them fish - teach them fishing instead.
