Should homeless people in American cities be treated as ciminals.?

No, they need a helping hand, not a handout.

Some are there due to their own stupidity - drugs, for example. Or medical reasons.  Or due to someone else taking advantage of them. But no one deserves to be treated like a criminal unless they commit criminal acts.

NO.  Many of the homeless are homeless because of losing their jobs, which leads to losing the house and car.  That means losing the way to get to work.  Many are homeless because of medical bills.  Many have been sued for reasons we will never know and lost everything.  They are only criminal if they break the law, and being homeless is not a crime.

No. Because they didn't do anything wrong to be treated as less human.
