We know about the newborn fingertips because of accidents involving accidental severances of fingertips in newborns. As for the carrots, it's based on extrapolation. Carrots contain a significant amount of Vitamin A. Therefore, eating too many Carrots will increase your exposure to Vitamin A. Too much Vitamin A is toxic.

No-one is severing newborn fingertips or force-feeding people carrots in the name of science. Sorry.
