Should i be considered as an international student?

I am not a permanent resident of the US but my application is pending, am I regarded an international student?

Yes, but you should talk to the admissions office at your college or university and inquire whether they have a different process for students whose PR application is pending. Are you in the US? If not, I would probably suggest that you wait until your PR is approved. There are many more benefits for Permanent Residents such as eligibility for financial aid and scholarships.
