Should i buy these alloy wheels guy wants $250 for them they come with tires they look real nice?

Purchase your tires from a reputable tire dealership, preferrably, one that offers you a warranty on the tires.  Looking real nice is no guarantee or even an indication of performance.  Compare the cost of the alloy wheels to those selling in reputable auto parts retail stores and dealerships.  Private sellers have been known to sell dry-rotted tires.  Do not be fooled by looks.
