if its a UG do it in India like MIT and IIT ...

and if its masters just pack ur bag's to u.s,UK or Europe...

if u r specifically interested in automobile engg.. germany is the place to go !! its much cheaper than the US / UK and focused on a practical learning experience.. international programmes are taught completely in english, but learning the language is always better to get arnd and experience the country.. this site should give you all you need.. http://www.daad.de/deutschland/index.en....

I would anytime suggest you to try it out outside India. Probably UK or USA. Thats because the education curriculum out there is  just amazing. You come to know where the world is moving today. You will also be on the stream of knowledge on the subject you are interested in.

sudiv has it right, imho.  Plus you can learn all the things not to do.  But what is your real goal?  their are a large number of Indian support/social groups in America.  you might search them out for help and tips.
