I would say that if your filter is interfering with the feeding, it's probably more powerful than the tank requires.  A smaller filter might be the ticket.

Always keep your filter on - even being switched off for 30 mins can kill the good bacteria that is growing in there, and it is this bacteria that filters the toxins out of the water making it safe for the fish. If the flow from the filter is pushing food around on the surface don't worry about it - your fish will enjoy the chase!

keep the filter. without it fish cant take in oxygen bubbles

never turn off the filter unless it's absolutely necassary :) if it's justy immediately sucking the food into it, then it's more than likely too sttrong, and you can turn it off for literally 2 minutes at feeding time- but if you're just concerned, there's no need to be- most fish are pretty d**n quick to get to their dinner!
