Should i level these pokemon up or should i change some (ellite four trouble)?

i am on pokemon emerald and i have

torkoal-lvl56

graveler-lvl56

swellow-lvl58

hariyama-lvl56

sceptile-lvl59

most people say they are good enough buti still cant win.

maybe you want to be Lv.60. you're close and it wouldn't take that long.

but you may be losing because of your moves, but you didn't post any..

That should be perfect. What moves did they learn? maybe you did not raise them strong enough.
