  1. Absolutely not!

    Paint is known to be lethal for birds and other small animals.  Birds like to gnaw on the bars of their cages, and when they gnaw, some of the paint may chip off and poison them.  It's best to disinfect the cage in case that the bird that died died from some kind of dissease that may or may not be contagious to other birds.

  3. I don't know if they make a safe paint for Birds to eat, But I would Probably Not paint the cage if you are going to put another bird in it. Paint peels a lot off metal and Birds use their beaks to climb so the new bird will probably ingest the paint. So You should steam clean the cage as best You can, the new bird won't care if his cage is painted a pretty color he will just be so happy he has some that cares for him and loves him. How did your other Bird die?

First clean it thoroughly.  Then you can paint it if you wish, and use it for a new bird.  You don't have to paint it unless you want to.  Most paints are non-toxic when dry; if not they have to be labeled, so go ahead if you want to.  In the old days they sold a lot of toxic paint, but not anymore.

  5. I wouldn't.  The birds may ingest the paint that falls off.  Depending on what kind of bird it is, it may chew on the bars.  Why not just wash it real well?

There is no need to paint the cage.  You only need to disinfect it with a mild bleach solution and then dry it or even set it to dry in the sun.  You should also scrub it lightly with something like an sos scouring pad. Make sure it is rinsed well.  I have heard of others taking their cages to the car wash for a good cleaning.  If you have a steamer then this is another way to disinfect, just make sure it get into all the corners/edges.  If you really wanted to paint t*t then I would suggest finding a company that could strip the old paint and then powder coat the cage with a new non-toxic bird safe paint....
