Should i tell her I love her or should i wait?

we met 3 weeks ago. she really likes me and i really like her too. but we dont go out yet. should i ask her out today?

You don't love her, you barely know her and aren't even dating. Why would you say something that expresses such a powerful emotion, to someone who you barely know? Love may take many months or more to develop, it doesn't happen just because you 'like' someone.

Ask her out and go from there, if you are old enough to be dating (at least 16). Otherwise, relax and be friends and save dating for when you are ready...and have some idea of what love is (even if you haven't felt it yet). Infatuation isn't love...although it can feel very strong.
