  1. yea they can turn it of put in their pocket incase of emergency to call 911

  2. No because a lifeguard is ALWAYS supposed to be scanning their water. People outside the water are distractions enough and there is no need to add the temptation to be doing something else. Also, if you had to go in for a rescue odds are it will be in your pocket and then you will get it wet and it won't work anyways.

If you had to dial 911 the lifeguard going in for a rescue would not be the one to do it because they should be focusing on keeping the victim's airway open, making sure they are breathing, and circulation. In the event of an emergency a lifeguard would ask someone else to dial 911 and report back to them, they themselves would not be the one to do it.

A cell phone is not needed by a lifeguard and should not be allowed on stand.

  3. No. If they do it should be off. They shouldn't be talking on the phone while on duty because that can distract them in case someone's in danger or breaking the rules.

  4. Yes and no

Yes because they would be alble to call 911 from anywhere on the beach

No becaues it would distratct them from their job.
