Should pediphiles be ID'd in overseas travel?

Lots of people charged and convicted here in states,will go to Thailand or Philippines to continue their obscene behavior? Would it be a good idea to STAMP their passport about the criminal history,so foreign countries know EXACTLY the kind of people they are letting have entry?

No. What if the person was wrongly convicted and is leaving this country to live a happy life free of harassment in another country?
