Should people shoulder a foreign funded project which is tainted with corruption?

At the tune of more than a billion U.S. dollar, the Philippines government haphazardly got China's financing on white elephant projects. These projects are not attune to the most basic needs of the people and its people's capacity to pay. Our government is responsible to the huge foreign debt where in the people will shoulder for decades to come. Will you blame its citizen if it views its government as irresponsible and self serving?
