Should people who have deep swimming pools be required to take a basic lifeguarding course?

There was an incident in my neighborhood where a 14 year old kid drowned in a friend's pool and no one could pull him out of the water, even though there were several adults at home. He was 190 pounds.

I used to lifeguard when younger and getting a kid of that weight out of the pool would be relatively easy for one person if someone knows the proper positioning.

Should pool owners be required to take a basic 4-hour lifeguarding course, just like drivers have to take a certain driving course in many states?

  1. What a shame!  I'm not sure it should be required, but I think they should get some type of a break on their homeowner's insurance for it.  Just like receiving a break on car insurance for taking driving lessons.
