Should richer 1st world countries help build and sponsor athletic programs in third world countries?

as for the USA, we have enough of our own economic problems than to worry about athletes in other countries

sure can we start in Venezuela and have china do the security? this would be a nice way of  helping there economy and bring  some joy to this country

Yes, but only if we can use them for our own gain.

The money would be better spent trying to help starving children. Which the US already does a lot of.

Why?  We sponsor enough programs for third world countries.

We actually do already.  Many North American and European countries (and formerly the USSR) sponsor athletes in training camps, at universities and through other programs.
