Should the Canadian Government meet the emission targets laid out in the Kyoto Protocol?

so heres the deal,

former Liberal Government's approach to the kyoto agreement has been to move forward with ratification committing Canada to significant emission reductions.

Critics argue that the government has included a significant number special provisions or loopholes into Canada’s acceptance of the protocol which will impact on the effectiveness of the protocol.

In addition, the current Conservative government under Prime Minister Stephen Harper has stated that they will not leave the Kyoto protocol, but that they will not attempt to meet the emission targets. I dont get the point of staying in the kyoto, but not meeting the target.. is it a political move, i believe.

but heres the big question:

Should the Canadian Government meet the emission targets laid out in the Kyoto Protocol?

  1. The common complaint against the Kyoto Protocol was that it was not impartial. There was, and still is, a lingering doubt/suspicion amongst many governments that it favoured some of the countries (most notably the USA) while raising the targets for other nations. The Kyoto Protocol was perceived to be unfair and unjust to many countries; hence there have been a number of cases when key member-nations rejected the Kyoto Protocol.

    Kyoto does nothing but transfer wealth.

    US(non-member) reduced emisssions more than Kyoto nations.

    Kyoto is ineffective as far as the environment is concerned.
