  1. A Central Foreign Policy is good for the EU countries in order to cooperately more on economic, security and cultural issues.

  2. In my humble opinion, no, as the many countries in Europe don't have a naturally-similar outlook on foreign matters.

The history of the continent goes back so far, and is so contradictory (competing empires, wars against each other), that it is not feasible to bind these many nations together.

It would be nice if they all did, of course.  Maybe given time...

  3. The EU shouldn't have a common Foreign Policy as the 27 different nations in the EU have vastly different relations with other countries, some EU countries are neutral, some EU countries still have the baggage of former empires.

I do not mind an EU Foreign Representative as long as he acts under the consensus of the member nations foreign affairs.  i.e. all members support the UN and have commitments to Kyoto but not all agree on the War in Iraq or how to deal with a resurgent Militaristic Russia.
