Should the USA pay to rebuild the war damaged Iraq?

Their country was in shambles before we got there.  I don't think we should "pay" as in my tax dollars.  But we should guide them and help them do it themselves.  That's the only way for their people to become prosperous, is by starting businesses and beginning to fix their own problems themselves.

From what I understand the military already has such a program over there. If you can show what kind of damage was done to your property they can determine whether it was U.S. munitions that did the damage or if it was caused by insurgents. If they agree that the cause was U.S. munitions they will give them a wad of cash. One report I saw a month or two ago talked about an old lady that tried to scam the system. She brought in a picture of herself standing in front of what she claimed was her bombed out house. The problem was the picture was taken from the local paper that ran an article about a bombed insurgent hold out and she had been photo-shopped in to it.

If the damage was done by them no, but if our military did it then yes.  Sounds only fair.
