The vice president was always intended to be a stand-in for the president when the president can't serve, or as a successor if the present is permanently removed from office.  They also preside over the senate to break ties.  Realistically, I think this should be it.  If they want to advocate messages or discuss things with other politicians, that is fine, but I don't agree with the power grab that Cheney's office has made.

The Vice President has many Powers!  Why does he need any more?  He succeeds the President in case of President Death or resignation.  fills in for President if he is temporarily gone.  He is the President of the United States Senate.  He negotiates with other countries and runs NORAD> which is a Military based deep in a Mountian.  He has many powers!
