  1. NO.  The legal curfew in California for anyone under the age of 18 is 10 PM.  How is that not reasonable?  You need to learn to work around restrictions.  That's life, dude.

Imagine how you would feel if you got into a car accident and your passenger was killed?  In most fatal car accidents, the passengers are the ones who die, not the driver.  When you are driving a car, you are responsible for the safety of other people on the road as well as your passengers.  In my high school (before all the restrictions), 20 people were killed in car accidents.  I did statistics.  Of those 25 people, 16 of them were passengers, the driver survived and no drugs or alcohol were found at all.  3 of the accidents were passengers where the driver was drunk, and the driver survived.  The rest were killed BY a drunk driver after 11 PM.

Does that help?  A driver is more likely to survive a car accident than the passengers.  While it's true that you are more likely to get in a car accident in a parking lot or ten miles away from home, those accidents are rarely fatal.  The majority of FATAL accidents happen at night, between the hours of 10PM and 3AM.

The reasons for all those restrictions?  Your parents don't want you dead.  I mean, why do you wear a condom, even if you're both sure that you don't have disease and it's not the time of month for pregnancy?  BECAUSE ACCIDENTS HAPPEN.  Why do you wear a seatbelt, even if you are only driving 5 miles?  BECAUSE ACCIDENTS HAPPEN.

  2. The age for learning to drive should be 21.

New drivers should be limited for two years after passing a test to low-performance cars.

There should be a period of six months after passing the test the new driver should not be allowed to drive on the highways.

After that time they have to have ten supervised lessons on highways with a driving school.

A driving log book would be required to show the driver has carried these lessons out.

This should be done for all 50 states.

  3. There really are no cons.  The pros are that inexperienced drivers are not allowed to drive during those times when the number of drunk drivers on the road is highest and the chances for fatal accidents are also their highest.

P.S.:  Driving laws should be more strict in California.  I lived there for 7 years and Californians can't drive worth a $hit...
