Should the government regulate activities due to their ability to impact wilderness & ocean environments? Why?

"For the past half year, New York City's Metropolitan Transit Authority (MTA) has been shopping around an unusual proposal: the agency wants to find locations nearby to sink 1,300 aging subway cars into the ocean. The cars, they hope, will serve as artificial reefs and attract marine fauna to the barren, sandy; submarine slopes off the Mid-Atlantic coast. Several environmental groups have voiced concerns over the effectiveness and possible dangers of the project, but preparations are nonetheless under way to begin submerging the first cars in mid- to late August."   1. I WONDER IF NEW YORK KNOWS WHAT THE WORD DUMB IS. THE MORE YOU ADD TO THE OCEAN THE HIGHER IT WILL RISE. WHY NOT SEND THEM TO OTHER COUNTRIES THAT CANT AFFORD TRAINS. THE MORE TAKEN OUT OF THE OCEANS THE LOWER IT WILL GET.


  2. Yes they should. It may help attract marine life but did they think of the long term effects of having these metal cars in the water? We all know water causes rust in metals. In the long run, the environment they are trying to save will be the very one they destroy. Maybe they can think of another way of recycling these scrap metals into something more useful and environment-friendly.
