    People are getting smarter and wiser each day.

    We always need a constant change in law. It will get abuse otherwise.

As long as the bill stresses the importance of preserving life by not allowing abortion, then there should be no problem with passing it into a law in Congress.  Prevention is different from abortion because the latter involves killing a fetus, a human being who has a right to life.  The bill should be clear on this and must adopt strict or strong measures (or punishment) to those committing abortion.
