  1. If they spent a lot of money in one place, use of toilets should be free. Maybe showing their receipts as "validation" for free use of toilets.


  2. it is the responsibility of the gov't to maintain clean public bathrooms. no charge for use. but a bathroom aide could be hired to maintain cleanliness and people using the bathroom may tip her/him.

    And everyone must be charged for its use. Money goes to maintenance of sanitation and cleanliness.

Why limit   the toilet fee to foreigners?  Everyone using the public toilets should  pay regardless of nationalities, creed, color  and race.  The money collected   would be used to pay for the maintainance,  soap, toilet papers.  The  local people should not be exempted   because, people tend to abuse it  when its free.

  14. it depends..its common use  in other countries not to pay at certain places..like on the WC along the highways..and this WC are still clean. Its a matter of education! Its also free in shopping centers,in the different agencies, administrations etc.. in buses or bus stations etc.. In Paris the Pissoirs are of course free! maybe also a way to attract tourists!..AND A SERVICE FOR THE CITIZENS ..WHO BY THE WAY PAY TAXES TO BE SERVED WELL BY THE AUTHORITIES.
