Question:

Should users be made to pass a 'Community Moderation' quiz BEFORE being able to report others for VNs?

So much of this system is autumated already, why cant they use automation to help the HONORABLE users instead of the TROLLS? If ALL users were made to take and PASS {with at least 80%} , a 10 - 15 question test BEFORE being able to report violations, there would be ALOT less FALSE reporting! The test would need to be like a written driving test. If it is failed the first time, it would need to be redone with similar but different questions. This would also help target the accounts of troublmakers who abuse the current system for TROLLING,STALKING and POINT GAMING purposes. If they have taken the test and understand the rules then ignorance would NOT be the reason for false reporting. Another benefit would be that YAs staff could be doing other things to improve the site instead of being bogged down with all the back logs of appeals filed against all the FALSE reports to begin with!! This question stems from a response I just saw to another question. KUDOS to that responder!!
