  1. I say you chaps, of course we should abolish Harry Wharton's Rule. I mean, I am expecting a postal order and Wharton's Rule that the Tuck Shop is out of bounds to anyone in the Remove is just not cricket. Replace it with Billy Bunter's Rule, I say, free tuck for everyone!


  2. No, because some offenses are, by their inherent nature, conspiracies.  Adultery is an example.  If you punish a man and woman who commit adultery together for both the adultery AND the conspiracy, you're punishing them twice.  The act is its own conspiracy.
