Should we be allowed to sag our pants below our butts?

They have just made a law against sagging pants a ticket. Can somebody explain how this can be allowed. Doesn't everyone have the right to wear what they want in their own manner, as long as there is no skin showing. Is this fashion or a form of free speech?
