Should we complain about the noise?

I have a bunch of loser neighbors who always set off really loud fireworks in the middle of the night. They always wake us up and scare my dog so much that he gets sick. On top of all this, isn't it illegal to set off fireworks in a residential area?

Should we complain, or will the cops not do anything?

The cops will come out.   They'll stop it at least temporarily.  Of course, you neighbors could very well just start right back up again.   I'd say call and complain as many times as necessary and get your other neighbors to complain as well.  If the cops have to go out there several times or if they recieve multiple complaints, they will likely arrest whoever is setting off the firecrackers and they'll have to pay a huge fine.

yup i would totally call the cops anonymously, you know they are doing that to be *****, they probably think they are hilarious.

Yes, you can complain. It would be a good idea to call the Police while it is happening.

Explain to the Dispatcher that you want to remain anonymous, but that you can be contacted by phone if the responding Officers have any questions.

Be sure to let the Dispatcher know that this is an ONGOING PROBLEM, and that the loser neighbors do it almost every night.

Turn them in anonymously.  Speak to some of your other neighbors and see if they have the same reaction.  If they are shooting off fireworks, which I do believe are illegal in residential areas, your neighbors should at least get fined.
