Should whales be citizens of Wales?

If the Welsh parliament was to declare all whales as citizens of Wales wouldn't that make it illegal for people to kill them ?

If fish gather in schools, then doesn't it follow there should be a University of Whales?

It should be illegal to kill them anyway. What has a whale ever done to anyone? They are peaceful and docile creatures. Have you ever met anyone who has been attacked by a whale?? lol
